The 'A' and 'F' note horns are located underhood at the front right corner of the vehicle. To "disconnect" the horns, pull off the electrical connectors or remove the horn relay in the underhood fuse block. If they are on continuously, consider replacing this horn relay, but the problem may be in the steering wheel assembly.
Hello: Check the fuses in the fuse box under the hood, drivers side also check the fuses in the trunk fuse panel on the drivers side. If the tail light fuse is open that will keep the instrument lights out also.
in case you didnt know there are five horns i to have a 98 deville delegance 2 are under car 1 next to the battery I honestly cant remember where the other 1s are but wen you look at the 1 by the battery look 4 4 more of those its probably a fuse or relay if they all stopped working at once.

Most likely problem is the fuse which controls the horn. Look in your owner manual for the page that has the fuse chart. Then go to that fuse panel and replace the blown fuse with a new one of the same amperage
