Special tools are necessary to take off the steering wheel and the lock plate underneath it. Have it repaired by a mechanic that possesses those tools.
Just had same issue with my 01 sport trac. Just purchased truck an never noticed until several days later had no tail lights. Brake light on cab worked not on bed. After days of head banging an scratching I realized when steering wheel was tilted up had lights down no lights tore into steering column was an easy easy fix. The clip tht holds harness in place on top of cold was broke an plug had slid out a bit so pushed it in good an tight zip tied it for temp fix vuala tail lights! Wanted to share so if anyone else has issue they didn't have to spend days scratching their head!
Loose or damaged wiring in the steering colum. I'd suggest having a professional repair done, most likely the steering wheel will have to be removed and there's a chance of setting off the airbag. Dangerous and expensive.
Get a simple meter and remove your bulb and see if there is power to the brake light. Prop your brake pedal down so you can check the power. You have to rule out the bulbs first. Check your owners manual for what relay controls your lights that might be a problem as well.
