The ignition switch and/or neutral safety switch is failing.
Please do not use the vehicle until you are able to inspect the ignition switch,the wire harness connected to the ignition switch and neutral safety switch + the recall on the wire insulator.
The starter gear can damage the flywheel and cause LABOR INTENSIVE repair.
====
Please check the service record the 2004 recall on selected Crown Vic Police car.
Link HERE for the official NTSA recall notice on wiring insulator.
Call your local Ford dealer,provide you VIN number and reference recall NHTSA Campaign ID number : 05V206000

Hi Ridillonjr,
Try looking for a short circuits in wiring from the unit attached to the side of the gear box. You'll need to go under the car, so put it on a ramp or lift. The same unit I'm referring to is the starter inhibitor unit, which will only allow the vehicle to start in park or neutral. I think you'll find the problem between that unit and the wiring to the starter motor. The looms will touch somewhere, so that's the place to start.

Definitely have to remove the driveshaft on a rwd crown vic, or you have to leave the engine running and the car in neutral to keep the transmission lubricated

Why my 2007 police crown Vic won't shift out of

All 2000 and up vehicles utilize a Solenoid which is powered by depressing the Brake Pedal to allow the Shift Lever to be move from Park to any other position. Is the Shift Lever located on the Steering Column or the Floor? In either case typically the Solenoids used by Ford do occasionally go bad. I highly recommend having a certified technician replace the solenoid.
