Check the wires on the horn. Wiggle them while someone activates the horn button. Next connect a hot wire from the battery directly to the horn. If there is no change the problem is probably a bad horn.
The click you are hearing is probably the relay kicking in but the horn is not working. Check the wiring to the horn, which will be located near the radiator. If all the wires look ok and you can pick up a voltage when the horn button is held down, you will need to replace the horn itself.

You have to test the wiring between the relay and the horn. First make sure that you have 12 volts at the relay terminal that feeds the horn, then make sure that the wire on the horn is getting the 12 volts when you push the button. Finally make sure the ground is good where the horn is mounted. If the ground is bad, run a ground wire from the engine block or battery to the point where the horn is mounted.
If all wiring is good, then you need a new horn
