I replaced my speedometer gear, it did the same thing agen. So the problem lies with the gear inside the gearbox which connects to your speedo's cable gear.
My 1998 Elantra speedometer is also not working. Before it went, the car seemed to stutter a few times on and off. I think the speedometer driven gear needs to be replaced but I'm not sure.

Speedometer is not working, but tachometer is.
Having transmission problems, car stutters, check engine light on, speedometer, odometer not working, gas gauge goes up and down 1/8 tank as I'm driving. Tach works. Took it to a mechanic who replaced the input/output sensors, but couldn't fix the speedometer. Now check engine light is back on. Car still stutters and engine seems to rev too high before it shifts at low speeds.
