I turned my windshield wipers on and they moved halfway to the other side of the windshield and came to a grinding halt. I thought it might be ice from the snow storm that made them stop. It is warm enough for the ice to have melted. When I start the truck they make a quick jump like they are going to work but them don't.

If upon turning the switch, you hear either a buzzing or a noise coming from the wiper area but no movement of the windshield wipers, then it becomes likely that there is a mechanical problem. In front wiper systems, there are two moving parts, the wiper motor and the wiper transmission. In rear wiper systems with a single wiper, there’s a single moving part, the wiper motor.
If you hear a buzz, it could be a motor straining to move a jammed wiper transmission or a locked motor gear. If you hear a grind coming from the wiper area, it could be a stripped gear in either the motor, the transmission or where the wiper arm splines to the wiper motor in the rear. Don’t let the term transmission fill you with dread; it’s simply a term for a multi-lever set of arms and hinges that turn the circular motion of the wiper motor into the side to side motion of the wiper arms. It is also possible that the spline on the post of the front wiper arms is stripped.
Generally speaking, you can reach the motor and transmission by removing the wiper arms, all the screws that hold the cowl beneath the wiper arms and the weather stripping. Once exposed, you should be able to remove the motor from the transmission and check to see if the transmission is binding or if the motor is the culprit. Simply, replace the culprit, and reassemble.
If the problem is with the rear wiper system, getting to the wiper motor can be more difficult with far more trim to remove than with a front system. You may elect to consult your mechanic for help.

what car, what year? gee? a suz, what? it can only be 4 things. (all cars) 1: the wiper motor is bad. (it has contacts inside for timing. 2: the wiper shaft is stripped, nah you said both stalled. 3: the wiring is bad. 4: the combo switch for the above is bad.
DIY, with what , no tools? no meter.? with no tools one can only GUESS, roll dice, and replace a part. after spending $500 on parts and the wires are good then what. yes, buy a meter.
it could be a bad ground wire.
when you turn on most wipers, the combo switch sends that signal( just 12v ) to the motor. the motor is self booting, that is , it only needs the start up and then it self provides its own power, ive restored wiper motors, many. then the motor runs until it his the dead spot in ITS, internal sustain switch and the halts. if the combo switch is off. but if the wiper fails to return, this is a bad wiper motor. (overloaded by ice, sure) the motor can fail 2 ways, but id say the sustain switch is at EOL. end of life.
this is the most common design. check your FSM for yours. the factor service manual. or alldata dot com. sure.
The windshield wiper circuit has an circuit breaker in it, under heavy load this breaker trips to protect the wiper motor, when the motor cools, the breaker resets automatically restoring proper wiper action.
If the driver side wiper is working then the linkage under the long thin grille at the lower of the windshield has disconnected. You can remove the screws from the wiper cover assy cover and usually snap the link rod back on fairly easy. This usually happens when folks do not take the time in winter to clear the windshield of ice before turning on the wipers. If the wiper blades are stuck to the windshield and you turn them on this linkage will pop off and you can also strip out the wiper arm where it bolts on to the pivot, you can should try and tighten this nut first and get lucky. See if the pivot is moving is so tighten the nut at the bottom of the wiper arm. If the pivot is not turning it is the link rod.
You can usually avoid that by using a good quality winter mix washer fluid that resists freezing, making sure the wipers are cleared of ice before beginning the drive and using the defroster to keep the windshield warm. In extreme conditions you just need to pull over and manually clean the ice off by hand.(only do that where it's safe). There are also specially designed wiper blades that will also help a bit.
Check to see if the wiper motor moves the passenger side. If so, You may need to tighten the nut that connects the arm to the motor. Mine was stripped out because or snow & ice. So, I went to home depot and found a lock washer to fit.
