I recently purchased a 95 cherokee and the heat/ a/c fans runs very slowly. The fan contol on the dashboard moves freely but the fan speed does not change. Is this normal for a 95 and if not, what can fix the problem? Is a new fan control necessary?
Just a guess but have you checked the Resistor for the Blower Motor. Located under the Glove Box on the inside of the firewall. One small screw holds a cover on, and behind the cover to the left of the round diaphragm is the Resistor held in by 2 screws. I believe they are small hex head sheet metal screws. It wasn’t easy getting it out past the diaphragm. It is a series of wound coils. Hope it works

Non moving water in the engine does not cool the engine so the thermostat turns the fan on to stop heat damage the car is cooled by water and air movement when driving stationary engine off the fan just stops damage.
Check the fan operation to the radiator. If the secondary fan doesn't come on it can't dissipate the heat generated from the condensor. There are relays that control the fan under the hood in the electrical center. Check power and ground to both fans when vehicle running A/C on, both fans should be running. Check for blockage in front of rad / condensor.
first check the heater fuse...then you want to unplug the fan motor lead and run it straight to the battery...if it works then you will need to check the resistor assembly..it is located on the heater housing right near the fan..it controls the different speeds for the fan and usually has 4-6 wires coming off it. If these don't fix the problem...try looking in the fuse/relay box both in the cab and under hood to see if you have a relay for the heater fan...as it may be defective
you electric fan probably isnt working with vehicle warmed up lift hood and watch temperature gauge when it starts to over heat check to see that fan is working if not it could be the fan relay or fan itself if the fan does turn on its most likley the thermostat
The first place would look assuming you have already changed antifreeze and replaced radiator cap is the fan clutch, try moving the fan when the motor is cool does it move freely? if yes then replace the fan clutch. If it is stiff then check that the radiator is not plugged with bugs or dabree if it is take it to a car wash and wash it out in reverse flow from the engine side out, be sure not to get electrical parts wet.If this does not fix your problem then you can check the hoses by removing them and see if they are separated if not then the next issue is the water pump or head gasket, the head gasket would be checked by using a gas sniffer at a garage to see if hydrocarbons are coming from the radiator, if not then your best bet is the water pump I hope this helps.
ITS THE THERMOSTAT MORE LIKELY.CHECK CLUTCH FAN SHOULD HAVE RESISTANCE WHEN HOT.MOVES FREELY WHEN COOL.IF FAN WOBBLES OR SPIN FREELY AT ALL TIMES FAN CLUTCH IS BAD.
What happens is the fan run constantly and the temerature of the engine is what determines how fast or slow it goes.
When the engine heats up, so does the thermostatic fan clutch. When the fan clutch heats up it expands, making it tighter to move and when your vehicle cools down. so does the clutch, making it looser. Test it out. Before you turn on your vehicle, move the fan. You'll notice that you can spin it without much effort. Then turn on the vehicle and let it heat up. Once you turn it off, attempt to spin it. You'll see that it's much harder and if the clutch is good, it won't spin at all. Rather, it will just move a bit.
When you vehicle (and the clutch) heats up, it blows "gusts" of cool air at the engine but when it is cool, it blows more of a breeze. Hope all this helped.
