2000 maxima has instability in the rear end on hwy. shocks seem ok when depressed. Could this be a problem with the leaf springs? struts?

Possible but, Shocks also have a rebound and not just a compression. If it has over 100,000 miles on the Odometer I would suspect it may need new shocks.
