On the right rear lower control arm is a leveler switch, I would check it first, check for power, I know that when checking for power you can activate the air pump with a test light, and yes there is a relay

How do I reset the suspension on my 1999 Buick Park Ave. after I have installed new air shocks?

There's nothing to reset. Check the fuse for the compressor. The level sensor electronics attached to the suspension parts on the rear wheels may be defective which won't allow the compressor to operate if the fuse is not blown.

the simplest way to check a relay is to swap it with a relay from somthing that you know works (eg. starter, or horn) if that item still works after the swap then the relay is good.

Well, that can be a ton of things. Usually it means: A. its not getting enough air, or any air. B. Its not getting enough gas. It could be a problem with the Mass flow Sensor- which can be cleaned or replaced-, or maybe a bad fuel pump or bad fuel lines or something. Either way the problem sounds like it just can't run because it can't get enough gas.
