Did you check the Accessory delay relay in the central junction box ? F1.62 30amp fuse in the battery junction box , that's ford's under hood fuse / relay center !
check your owners manual or supplimentry booklets, if not available a quick web serch should turn up some diagrams. also some times the local parts store can bring up these schimatics
The fuse for the horn would be in the power distribution box located under the hood in the engine compartment (see picture below). Also below is a diagram of the fuse layout. The fuse you want to check will be the fuse in the number 10 position and should be a 15 amp fuse. There is a horn relay as well and the is the relay in that same box in the number 7 position. A bad fuse is Highly possible the cause. The mountaineer has a Main fuse box under the hood that contains Master fuses that control multiole items with one fuse. There is also a smaller fuse panel under the dash conatining fuses for various items throughout the vehicle.
