I have a 00 focus and all you have to do is open the trunk and you can reach in and replace the bulbs. Go to an auto parts store and have them look up the correct bulbs, then its a simple matter of pulling out the bad ones and replacing the new ones. Everything clicks into place.

Am not familiar with the early year Focus'. Look above the license plate, if the lens for the bulb has two screws, you need to remove them to access the bulb. On other models, open the trunk and look down where the license plate is, you should be able to see and access the bulb from there.

Tag light is not working. is there a fuse that will get the light turned back on?

The fuse labeled REAR PARK LP 15A in the right instrument panel fuse box powers the rear park lamps, and the tag lamps. If your rear park lamps are working then you most likely need to replace the tag lamps (bulbs). Use the following procedure to replace the lamps.

To Remove:
  1. Remove the two mounting screws from the license plate lamp.
  2. Remove the license plate lamp from the rear bumper fascia.
  3. Remove the license plate lamp socket by turning it counterclockwise.
To Install:
  1. Install the license plate lamp socket by turning it clockwise.
  2. Position the license plate lamp to the rear bumper fascia.
  3. Install the license plate lamp mounting screws.

2000 Buick Lesabre custom liscense plate bulb

kind of tricky, took me an hour to get it figured out, but you got to opend the trunk and take out the 10 or so 10mm nuts sticking out of the backside of the lid, then the whole solid piece where the lights are on the back will slide off, then you can change the bulbs above the license plate and put it all back together

I tried changing the license plate bulb on my 2001 ford focus and I cannot pop the cover back in. I also broke my license plate cover in the process. Now none of the lights in the rear of my car are...

Sounds like something is connecting to the car body, I would inspect the bulb you changed make sure the metal clips or wires are not touching anything.
