There are several things that could be the problem, but first, I would have to know EXACTLY what IS working and what IS NOT working to isolate the problem.
1. Is it just your rear park (or running) lamps not working? One side? or Both sides? (they have separate fuses.)
2. Are the FRONT park lamps working? (Again, separate fuse, but powered by the same MAIN feed.)
3. Are your Brake and Turn signals working? One side? Both sides? Front AND Rear for turn signals?
4. Have you tried changing bulbs already? (It IS possible to have two blown bulbs at the same time)
Get back to me with this information and I will try to isolate the possibilities for you.

Check power to the bulb.
You have to indicate what you checked and what you found. If your fuse has power than you check the bulb next. if th bulb is good then you have a short. Help us help you. What did you find?
HAVE HEAD LIGHTS,TURN SIGNALS, BRAKE LIGHTS. HAVE NO REAR PARK/RUNNING LIGHTS. CHANGED RS BRAKE LIGHT BECAUSE OF SPHERADIC BLINKING ON AND OFF. I UNDERSTAND THAT THERE ARE MORE THEN 1 FUSE THAT CONTROLS THE LIGHTING CIRCUIT IS THIS CORRECT AND WHAT LITERURE ON THE FUSE BOX TELLS ME WHAT IS THE LOCATION OF THE FUSE? USUALLY IT IS MARKED TAIL LIGHT ON THE INSIDE OF THE COVER. I HAVE USED A TEST LIGHT AT THE FUSE PANEL AND FOUND SOME FUSES HAVE NO POWER AND SWITCHED THEM OUT WITH FUSES THAT I KNOW ARE GOOD. IF I KNEW EXACTLY WHERE THE TAIL LIGHT FUSES ARE THIS WOULD HELP. WONDERING IF IT COULD BE A BAD LIGHTING MODULE. I'M A CATERPILLAR TECH SO I HAVE A GOOD UNDERSTANDING OF LIGHTING CIRCUITS BUT HAVING POWER IN THE BULBS WHEN TURNING OR BRAKING BUT NOT RUNNING LIGHTS KINDA PUZZLES ME MAYBE NEED TO BRING MY POWER PROBE HOME! So all the rear lights are working except for the reverse lights?
thark01 - No. That's not what the man said. He said he has no Park/Running Lights.
Ted- The fuses for the rear Park lamps are located in the rear fuse panel under the left rear seat. The left one is "LR PARK" Fuse #14 and the Right one is "RR PARK" Fuse #17. They are both 10 Amp fuses. These fuses are powered from the Park Lamp Relay which is also located in the rear fuse panel. The primary and secondary sides of the park lamp relay are powered by fuse #48 "BATT" 125 Amp, in the underhood fuse block. The primary coil of the relay recieves ground from the Body Control Module Pin #A-14, Connector #3 (The diagram does not give wire color). The headlamp switch provides a ground at the Body Control Module Pin #5, Connector #4 (GRY/BLK) to signal the Body Control Module to turn the park lamps on. If you cannot pinpoint the problem from here, you will probably have to scan your BCM to verify that it is recieving the ground signal from the headlamp switch. You could also try grounding Pin E (GRY/BLK) in Connector 1 at the headlamp switch to see if that gets the lights to turn on. If it does, then replace the headlamp switch.
P.S. Altough it can be done this way, it's kinda the hard way to do it. If you brought the vehicle to me, I would scan the BCM first. It probably has a fault code stored for a headlamp switch input circuit failure or a park/running lamp control relay circuit failure.
P.S.S. Ted - you didn't answer my question #2 above...If the FRONT park lamps are working, the problem is NOT the headlamp switch.

need to know if your third brake light up high is working or not.if it isn't,you need to check the brake light switch on the brake pedal with a test light,one side hot all the time,the other side should turn hot when brake pedal is pushed.

Make sure you test the fuse with a contiuity tester for a good link. Either that or just replace the fuse and make sure it seats firmly into the socket.

For the I6 engine there is a relay for low beams, it's relay # 46. Switch it with relay #45 (runs the fan, same model relay) and see if your lights now come on. These 2 relays are the only 2 black ones in there (part # 15016745). Also, try to clean the contacts very well on the fuse box and the relay. If not, you may have some frayed wiring in the harness.
By the way, the high beam relay is #43, the gray one next to the windshield wiper relay #42.
