There is a wide number of problem that may result in loss of power. One of the most common in vehicles that have an high mileage is an head gasket starting to go. Check the compression doing a compression test and check for symptom of this problem.

Do also a code scanning. This will reveal if there are stored codes which may point at a particular problem.

If the transmission is auto, ensure that problem is not transmission shifting in wrong gear, or downshifting too late. In that case check the TPS.

If mileage is low, check for problems that may result in incorrect mixture and ensure that timing and distribution are OK.

It will lack lots of power going up hill, especially if its a really steep one and you keep it in drive. Make sure you downshift to second, or fist if its really steep.

check for bad ignition wires and plugs. a black line on the spark plug insulator will indicate leakage, plug and wire will need to be changed.
plugged catylitic converter can also cause lack of power, can be checked with a backpressure guage test.

have you checked for timming advancement? this sounds like the advance plate in the distributor is sticking or not advancing. im not familar with your model car but if its fuel injected and the timming is not advancing because of this plate not moving you would lack horse power above a certain speed. a mass air flow meter / valve can also limit the volumetric efficiency of your engine and create a loss of power. these are a couple of things to check.

When hot seems like it lacks power and a miss .. when going down hills and level ground runs fine. long hills and gets warm seems almost like it misses

fuel pump may be going bad have pressure tested on vehicle when warm also egr valve may be going bad or has bad carbon build up lack of power a miss will give u a trouble code[check engine] as well as egr valve and other emission parts but fuel pump usually does not
