My 1999 Ford Taurus overheats when the temp outside gets really cold. When the temp is about 20 degrees outside the car runs fine. I'm thinking its the waterpump.

how old is the coolant? It sounds like the coolant is freezing in the radiator. The old coolant would only circulate through the engine and not through the radiator. Try flushing the system and refilling with the correct mix of coolant to water. remember engines can be damaged by old coolant freezing in the block and causing a crack or freeze plug failure.

It sounds like you have too much water mixed with the antifreeze, or your thermostat needs to be replaced. If this doesn't help, have the water pump replaced.

Sounds like the trans oil cooler might be stopped up. That is if your car is equipped with one.

It's 12 degrees outside, how long should i leave the engine of my 2007 ford focus running to warm up?

Wait for the temp gauge to lift off of the low end stop. The car is then warm enough to drive. Be very gentle on the trans for the first 20 miles or so, because the transmission relies on engine heat to warm up the trans fluid. Cold trans fluid is very dense and can cause the transmission to slip, causing gear damage.
