Well, Hate to say this to you but your Cummins 24v turbo diesel does not have glow plugs. The fuel temperature necessary for proper ignition is heated by an element inside your fuel filter housing.
the valve body has a vavle stuck in the trans you could take it in and have it fixed at a trans shop or take the pan off the trans figure out which is stuck free it up and maybe put a spring behind it if possible on that model.
I had the same problem a few years ago on a converted '92 Ram B250 van. Turned out to be a blown fusible link in the engine compartment, under the hood, right next to / behind the brake master cylinder. These links were used instead of fuses up until '92, so it is likely the problem you are having as well.
The most common problem with heated seats are the elements, located under the seat covers.It is not an overly difficult procedure, just time consuming.
