I have a 2000 Cadillac DTS, and the check engine light came on. I went and got it inspected and they told me the torque converter wasn't opening properly. Is a way to fix this besides have the part replaced? It won't pass the emissions inspection with the check engine light on.
Blades inside a torque converter do "open and close" based on engine rpm, and they may not be working correctly. However, they should have given you the error code (DTC) which would tell you exactly what was going on. In any case, if you have a torque converter internal problem, it is almost always necessary to replace it as it does not contain any serviceable parts. If it has been a very long time since the transmission fluid was replaced, I would try that first because if you don't, a serious transmission failure is on the horizon.

you will need to do 5 warm to cold cycles with car and if check engine light stays off it should pass

That will not pass a PA state emission inspection. Don't know what state your in. Take the car to Auto Zone and they will read the trouble code for free. They will let you know what part probably needs to be replaced. You can then buy the part and do-it-yourself or take it to a mechanic knowing what is most likely wrong with it.

Any shop should be able to get that price for you. Service the trans and filter while its apart. Est $200.00
SOURCE: when should the timing belt be inspected/replaced
There are no timing belts.
The cams are driven internally via chains that are designed to last the life of the engine. So don't worry about it.
Enjoy your car.

It shouldn't have. You may have a bad transmission. Check your fluids.
