Take your remote to a dealer and have them test it. the car's receiver is set to match the remote, not vice versa. often corroded and dirty switch contacts inside the remote keep it from functioning, even with new batteries. you may need a replacement remote, the are about 10 bucks used on eBay.

The keyless entry system consists of the following components:
driver door module (DDM)
keyless entry transmitter
keyless entry keypad
The driver door module (DDM) receives inputs from the digital transmission range (TR) sensor, ignition switch, brake switch, window/door lock switches, lighting control module (LCM), keyless entry keypad switch and remote transmitter. The DDM outputs consists of keyless entry keypad switch illumination, power door lock actuators, luggage compartment release solenoid, horn relay, and lighting control module (LCM).

Remote Transmitter Programming
NOTE: All remote transmitters are programmable and must be set at the same time.
Turn the key from OFF to RUN four times within three seconds, ending in RUN. The locks will then lock and unlock, confirming program mode has been entered.
Press any button on each remote transmitter to be programmed. The doors will lock and unlock to confirm that each remote transmitter has been programmed.
If additonal remote transmitters are to be programmed, repeat Step 3 within 7.5 seconds or steps 2 and 3 if more than 7.5 seconds have elapsed.
To exit program mode, turn the ignition to START or wait 7.5 seconds.
NOTE: Failure to wait at least 20 seconds will cause programming failures. Wait at least 20 seconds after turning the key to OFF or after the last remote transmitter has been programmed to activate a remote transmitter for testing or verification

I have a few trouble shooting tips for you to get your key fob working. Sounds like you already know how to program the key fob so I will skip that part. Here is what I suggest:
Change the battery
Batteries don't last forever, you'll be surprised how often it's just a dead battery! Click here for a video on how to open a GM key fob, or search our YouTube channel on how to change a battery for your specific year, make, and model!
Wipe the board
The board inside your remote can get a lot more filthy than you think! When the board is dirty it can prohibit the contact to the circuit board when you push down on the button. Simply wiping the circuit board off can make your key fob like new again!
Try reprogramming the remotes. Here are the instructions for the procedure. Hope it helps. Cobra!
Programming
NOTE: All keyless entry remote transmitters (15K601) must be
programmed at the same time. NOTE: To program (or reprogram) the keyless entry remote transmitters
into the RAP module, perform the following steps:
Make sure that the anti-theft system is not armed or triggered.
Turn the ignition switch (11572) from OFF to RUN eight times within ten
seconds, ending in RUN. If the RAP module has successfully entered program mode,
it will lock and then unlock all doors.
Within 20 seconds, press any button on a keyless entry remote transmitter,
and the doors will lock and then unlock to confirm that each keyless entry
remote transmitter has been programmed. Repeat this step for each
transmitter.
If the door locks do not respond for any keyless entry remote transmitter,
wait several seconds and press the button again. If the door locks still fail to
respond, refer to Inspection and Verification.
Turn the ignition switch to the OFF position, or wait up to 20 seconds after
step 2, to exit program mode. If a keyless entry remote transmitter has been
programmed (or reprogrammed), the RAP module will lock and unlock all doors one
last time to confirm.
If your keyless entry remote has never worked it either needs to be programmed to the vehicle or it is the incorrect remote part number for they vehicle. First step is to call your local dealership, ask for service, then verify your vehicle came equipped with the keyless entry option and verify the key fob part number. When calling the dealer have your vin# handy, they will need that. Once you have verified your vehicle has keyless entry option and you have the correct keyless entry remote part number then find a locksmith to program the remote to your vehicle. We suggest a locksmith because they are usually more affordable than the dealer and they come to you.
If your keyless entry remote has worked before and it just stopped working, here are a few tips to try to get it working again:
1) Change the battery

Go to your local hardware store like AutoZone or Oreilly's. They usually have a RF frequency tester. This little gadget will let you know if your key fob is sending a signal. If it is, you may need to reprogram your key fob to your vehicle
4) The old car battery reset trick
I know this sounds absurd, but it works sometimes and is worth trying. If you exhausted all of the options above, disconnect both terminals on your car battery for 10 minutes. Then reconnect them and try your key fob. This has worked for many people and I have no idea why. If you do, please comment below to explain.
5) New fob!
It might be time for a new key fob! No need to dread over the expensive costs of a new key fob, at Keyless Entry Remote Fob Inc., you can get a refurbished one for a very affordable price! You won't even be able to tell the difference. Just search your vehicle make, model, and year to purchase a key fob or give us a call at 402-671-5100.
You don't normally program a keyless entry, that's done for you by the technicians that install that. If the replaced battery doesn't solve the problem, take the battery and the remote to the techies that installed it.

GENERAL PROCEDURES
Remote Transmitter Programming
