Hi: I have a 1998 Chevy Box truck. I was told that the computer is bad becase each time I drive it, the lights flicker on the dash board and the head lights. Now today I noticed when I drove it, the trans does not want to shift. I have to let off the gas at 20mph in order for it to shift in first gear. My question is; Does the computer control the shifting of the trans?

I would first have alternator and battery checked
if either is bad it is not keeping up the demand for electric current which will in turn cause lights to flicker and computer to malfunction

You probably have a loose wire to the gear console switch, or a bad board somewhere. Check to see that you have voltage going to the lights in the console.
I have a 1998 Chevy Blazer, 4.3 ltr... in the fuse box i am trying to locate the fuse for the dash board lights(light behing the speedometer and the radio lights and the lights that illimunita the heat/ac control kmobs... need help,any ideas and or good sites to go to ? thanks need info asap...its jan 25 2011 5:15 est...

Your dash needs to come out. These bulbs push into a plastic piece that "twists" into the back of the dash board. (About a 1/4 turn) Unless you can get at them from underneath, but I think it's to tight.
I had similar problems, with dash board lights and headlights flickering, and the problem was a dying alternator. After I changed it, everything got back in normal. Also, a bad alternator eventually will kill your car's battery, too. I hope this will help you.
