on older models you have to detach the firewall plate within the engine compartment to reach the blower motor. That's where I would start looking on the '95 model too.
The problem you have is the fan relay,, its located on top of the blower motor,, the relay only costs about $30.00,, however you must remove the dash and everything connected to it,, the labor runs anywhere from $700.00 to $1,200.00. good luck:
I have attached a link to a guide for how to replace the blower motor for your BMW. Note that generally BMWs are referred to in various sites by their internal model code. Your BMW is called an E36.
