I have noticed the following electrical problems with a 2002 Chevrolet Malibu. The hazard lights do not work unless the hazard light button on the dash is pushed down and held continuously. When the turns signals are activated they work sometimes, but may also not function unless the hazard light button on the dash is pushed and held on continuously. The right tuen signal, when it works, begins to flash rapidly when the brake pedal is depressed. When the brake pedal is released, the right turn signal flashes normally. Occassionally, neither the hazard light or turn signal lights work. The air conditioner control also shuts down intermittently

i have the same problem on my 02 malibu but if u kind of hit the hazard light button with your knuckle it will solve the problem or atleast it does on mine
This is a problem with the turn signal/hazard "flasher." Behind the button you push for the hazard lights is the flasher device that controls the intermittent signal for both. We have a 2004 that had the same problem, I tried "fixing it" by cleaning it out, tightening up the connections, etc. Ultimately you'll just end up replacing it like I did. I believe it's roughly a $30 - $35 part.
For the first part next time it is doing it try messing with the hazard button on the dash, the noise will stop or go away for a while if that's your problem.
As for the bell it would be something differant than the hazard switch. Is any of the Idiot lights coming on when it does it?
I have this same problem. I was told that it's caused by a short in the hazard light switch. A temporary solution is to just turn the switch on, then off again, otherwise you may need to take it to a shop or dealer.
