code 15 is ignition output signal, an electrical problem. The engine computer sees no spark signals coming from the igniter. This is a good job for a Honda mechanic who isn't afraid of electronics.

Take it by an auto parts store like Auto Zone or O'Reilly Auto Parts and they can connect a reader to your car's computer and give you the codes. Write down the codes exactly as they say, and then find out what that code means for your model car on the internet.
Actually I need more detail about your honda civic. I your green key light flashed and the will not start. the problem is usually on fuel pump for honda civic 1999- 2003. What year is your car?. To make your car enable running, just turn on your key ( BUT don not start) , wait for moment until your fuel is primed and light goes Off, then start your car. It should be work.
Take the vehicle to Auto Zone, advanced Auto parts or o'Rieley's Auto parts and ask them to use their scanner to read the stored Code from the ECM for you.

if so go to the right hand side of the dash and pull a lil blue plug from a dummy green socket only has two wires use a lil wire to complete circuit the check engine sigh will begin to flash a code one short flash is 1 and one long flash is 10 example long long long short short short is 33 if there is more than one code a new series of numbers will begin and start all over automatically most likely its you idle air control valve dealer only part dont buy used 99%of time there burned out good luck
This code is not documented so the code reader is giving a false reading.
If the car runs OK and check engine light is not on, I would forget about it.
