It is very common for seat heaters to fail. You can disconnect the heater from the wiring and place a voltmeter on the wiring. If you get a reading, then seat heater is bad.

The next time the seat is inoperable pull the switch out and test it for a voltage signal that should be present when the button in question is operated. The switch is the most common issue that I have seen, but hold on replacing it until the switch is tested.

How can I turn off the seat warmer on the passenger side that won't turn off when I press the on/off button?

Look under the seat for the wiring harness for the heated portion of the seat and disconnect it. Have the switch tested to see if it is working correctly, if not replace the switch.
