Power steering steering wheel is hard to turn when car is stopped. Pump appears to be working. Oil looked burnt. When moving, steering seems to work. Think problem in control valve?

If it has power steering better be looking at replacing the power steering pump. It takes more power to turn the wheels at a stop then when moving I have had that problem and it was the pump. Good luck O by the way it is not hard to replace the pump you can do it in about an hour all you need is a power steering pump pulley puller. You can rent one at any auto zone store.
Engine running ask someone to turn steering wheel for you . Look for power steering hose move like there is pressure. and noise from power steering pump . if not change power steering pump
You don't really need power assistance when moving on the road ... where you need it more specially in parking or not really moving

Not sure with out looking at it, But from what you posted if hard to turn
sounds like your power steering punp aint working , ant if smoking and smells like burnt rubber sounds like pumps locked up, (pully not turning) and if so continuing to drive it could leave you on side of road if it runs a cerpintine belt , that kind of belt runs every thing and if breaks water pump stops flowing water motor will over heat, you should realy have someone look at that for you.
Hello! There are power steering fluid in/out hoses but no vacuum lines...It sounds as if the pump needs to be bled of air or the belt is loose...Belt should move about 1/2 to 3/4"...Bleeding is as follows... Guru...saailer
ImportantPower steering fluid level must be maintained throughout bleed procedure.
Fill pump reservoir with fluid to minimum system
level, FULL COLD level, or middle of hash mark on cap stick fluid level
indicator.
ImportantWith
hydro-boost only, the oil level will appear falsely high if the
hydro-boost accumulator is not fully charged. Do not apply the brake
pedal with the engine OFF. This will discharge the hydro-boost
accumulator.
If equipped with hydro-boost, fully charge the hydro-boost accumulator using the following procedure:
2.1. Start the engine.2.2. Firmly apply the brake pedal 10-15 times.2.3. Turn the engine OFF.
Raise the vehicle until the front wheels are off the ground. Refer to
Lifting and Jacking the Vehicle
in General Information.
Key on engine OFF, turn the steering wheel from stop to stop 12 times.
Vehicles equipped with hydro-boost systems or longer length power steering hoses may require turns up to 15 to 20 stop to stops.
Verify power steering fluid level per operating specification. Refer to
Checking and Adding Power Steering Fluid

Start the engine. Rotate steering wheel from left to right. Check for sign of cavitation or fluid aeration (pump noise/whining).
Verify the fluid level. Repeat the bleed procedure if necessary.
YOU HAVE AIR IN THE POWER STEERING SYSTEM.YOU NEED TO BLEED POWER STEERING PUMP FIRST BEFORE DRIVING VECHICLE.CHECK POWER STEERING FLUID LEVEL ADD MORE POWER STEERING UNTIL REACH FULL COLD MARK..RAISE VECHICLE FRONT WHEELS OFF THE GROUND.START ENGINE LET IT IDLE WHILE TURNING STEERING WHEEL LEFT TO RIGHT NON STOP DONT LOCK OR STOP STEERING WHEEL KEEP TURNING IT SEVERAL TIMES CHECK POWER STEERING FLUID IF LOW ADD UNTIL YOU GET COLD MARK ON DIP STICK DONT OVER FILL POWER STEERING PUMP BLOW A SEAL.IF POWER STEERING FLUID LOOK TAN COLOR SYSTEM FULL OF AIR.TURN OFF IGNITION LET CAR SET FOR A WHILE CHECK FLUID LEVEL.IF STEERING WHEEL FEEL STIFF HARD TURNING DONT DRIVE CAR UNTIL YOU HAVE NORMAL STEERING.IF STILL HAVE AIR IN SYSTEM BLEED SYSTEM UNTIL AIR IS OUT.
If its the electronic unit,check the main fuses near the battery,also check the wiring connectors at the powersteering pump for loose or corroded plugs.If alls ok,you will need a diagnostic machine to read out what trouble codes are in the units memory.good luck.
power steering belt broken or fell off, or the pump is out of oil. The pump is down on the right hand side (passenger) between the fire wall and the engine. You should be able to see if the belt is still on. Check the resevoir for oil. It is on the same side. It's a little plastic pot with a dipstick. Let me know how you make out.
Could be two problems. First the power steering; Check the tension of the drive belt for the power steering and the condition of the belt. If that appears to be OK, check the level of the fluid and its condition or apperance compared to new fluid that is recomended by the manufacturer. If that appears OK, it could possibly be the power steering pump it self. Second the clicking; It is most likely a bad CV (constant velocity) axle. Good Luck.
