I had a similar situation. It is due to malfunction of you door assembly. You need to replace it. It is hard to remove the door panel with door locked. I was able to manage it some how by removing pretty much all screws except for the 2 at the fornt side, beside the dash board. But in another instance with my friend I was able to help with a metal hanger. Slide the metal hanger beside to dood glass and try to lift the lach manually to unlock the door right from the door assembly. It worked and then we replace assembly for his car too.

My 1996 Camry LE passenger's side door can't open.
Yep, the door latch on these Toyotas often fail. It's about a $200 part at the dealer. You can remove all the screws and then lightly pry the door panel from the door. If you break one of the plastic tabs that hold the door, they are easy enough to replace. Once you get the panel off, you can reach into the door and manually activate the latch to open the door with a screw driver. Once you do, you replace the latch.
I do not know why Toyota decided to use so many plastic parts for so many high use mechanisms when common sense tells you that plastic will not last with continual use. I have replaced interior and exterior door latches, handles, and interior pieces that should have been made of more durable material. Everyone raves about Toyota quality but from what i have seen the interiors were built very cheaply when compared to American cars.
