The fuel filter is located on the left rear of the engine compartment under the brake booster area. The lines unscrew from the filter and the braket holding the filter has a bolt that can be loosened to get the filter out. The filter will not come out of the bracket until the lines are disconnected. They can be very hard to get to. The lines are usually very tight and sometimes corroded. I am an experienced technician and have a lot of trouble with Honda fuel filters...Good luck!

Here's the procedure on how to replace the fuel filter.
1. Loosen the fittings on the top and bottom of the fuel filter to allow pressure to bleed from the fuel system by turning the fittings counterclockwise. The filter is located against the bulkhead on the passenger side.
2. Remove the fittings from both sides of the fuel filter and move them out of the way.
3. Remove the mounting clamp bolt securing the filter in the mount using the 10 mm socket and ratchet by turning the bolt counterclockwise. Swing the clamp straps open and remove the filter. Place the filter into a catch can to drain.
4. Hold the filter with the arrow pointing upward and reinstall it into the mounting clamp bracket. Tighten the clamp by turning the bolt clockwise. Torque this bolt to 15 to 20 foot-pounds.
5. Thread the fuel line fittings into the upper and lower fule filter openings by turning them clockwise by hand.
6. Torque the upper and lower fittings to 15 to 20 foot-pounds.
7.Start the engine and carefully verify that the fittings and filter aren't leaking.
