First of all, try to warm up the car to above 32 deg. F so that any ice may melt in the pump. Check that you have -20 deg. F windshield wiper fluid vs. the 32 deg. F fluid for the summer. Flush out any summer windshield wiper fluid. This will help to get it ready for winter which is already in full force.
If you still can't hear the pump humming or spinning, then try to replace the pump which is located in the plastic tank in most cases.
The fuse usually will not blow on the windshield wiper pump in my experience.
The pump either is frozen with water or is burnt out.
