I need to find the location on the freeze plugs on my 1995 Mercury Cougar.

There are many freeze plugs on this engine, they are located on the engine block on the sides and frt and rear, there are also a few small ones on the cylinder heads, this is to help the engine from freezing instead of cracking the block or the head it will push out freeze plugs,

First, if you would like to receive USEFUL information about your vehicle, (ESPECIALLY when you are asking about engine controls) it would be nice if you would mention WHICH ENGINE your vehicle is equipped with!

1995 Mercury Cougar XR7 was equipped with 3 different engines:
3.8L NON-SC VIN CODE [4]
3.8L SC VIN CODE [R]
4.6L V-8 VIN CODE [W]

The crank sensor for both of the 3.8L engines is located at the lower right FRONT of the engine.

The crank sensor for the 4.6L engine is located at the lower right REAR of the engine.

Where is the obd2 plug in on an 1993 mercury cougar ar7

Your 93 does not have an OBDII plug. Those didn't start until 1995 or 1996, depending on the vehicle. There is a diagnostic plug under the hood. They moved them around a bit but it is usually on one of the inner fenders.

1995 mercury cougar cranks but not start

There are a lots of things that could cause that. specially if your car has a ECU (Electronic Control Unit). A 1995 should have it. There are many sensors that can stop the fuel or spark to the engine.

If you are enclined to test it you can check if you have spark to the plugs. Or fuel to the injectors.
