Without the fuse in it, use a polarity checker to check contact made from each end (end where fuse is and center of female lighter receptacle...THEN IF there is no current flowing, the entire unit is defective..replace from a wrecking yard...easy to do...

On a 1995 Buick Riviera, the fuse box is located under the hood in the engine compartment, just behind the passenger side headlamp. A detail of the fuses in this fuse box can be found on the inside cover of the box when you open it. Hope this helps!
The main fuse block is located in the underside of the instrument panel, in or behind the glove compartment. Remove the access cover in the glove compartment to access the fuse block. Spare fuses and a fuse puller should always be kept here. Various convenience connectors, which snap-lock into the fuse block, add to the serviceability of this unit.
