Ford E-350 2001 V-10 gas. 70k mi. - problem developed suddenly, no gradual lead up. - runs rough, stalls both driving or sitting idle, seems to surge a little i.e. surges above idle rpm while sitting. was used to jump start a dead lawn mower recently, however charging system seems to be operating fine.

Check your fuel vapor recovery system, your van has unusual set up, and the effect is RAW fuel gets purged, rather than vapor.
The dead giveaway test is does the issue happen on light acceleration? Does it stop if you let off the throttle? Can you accelerate harder and "get past" the issue?

My 2007 Chevy Silverado loses power when I come to a complete stop no engine lights appear but if I turn off the truck the problem goes away for awhile .

Loss of power, but no mention of rough or inability to idle (including stalling). If those additional symptoms are part of the problem, check for a vacuum leak to the intake. Listen for hissing or sucking noises near air hoses. Look for loose, cracked, or broken air hose connections. Check PCV valve...Cheap to replace, could be sticking, then loosen after truck sitting with engine off. A vacuum leak will not give any light indications, and vehicle will seem to run normal when applying gas, but will want to stall or run rough (or want to stall) when at idle or sometimes when taking foot off gas when slowing down.

sounds like you have water in the fuel, put in a some dry gas and let it sit over night then drive it the next day to see if it improves

Has the Fuel filter been changed? Clean the MAF the IAC and seafoam the intake. These things would be cheap to do first. Does it feel like a misfire? If so Id look into testing the coils Might need new plugs.

I have a 2004 GMC Envoy that has all of a sudden developed a rough idle. It seems to get worse as the engine gets hotter. ie: after driving for 15 minutes . Everything else is fine. Runs great, same gas...

there is a small chance that something was knocked loose when they did the test. be that as it may you seem to have one or two problems. one of the sections of the coil pack may be failing and need to be replace. quick test for this is to pull one lead at a time from the coil pack to see if the engine idle changes. the other issue may very well be a vacuum leak. listen for a whisting sound at idle.
if you do need a coil pack the best (cheapest) way to get one is to drop by your local wrecking/recycling/junk yard. my ford windstar used the same coil pack as a toyota, it cost me $40 dollars as opposed to $160 at the dealer.

Running rough

You need to see if you have any codes in computer, it may lead you in the right direction. That being said it sounds like you either have a idle control valve issue or a vaccum leak but I would see if you have any codes first. You can have codes without engine lamp on.

Afer being driven 5-7 miljes my 99 tauras loses

I would have to say your engine is probably shot. The bearings are probably gone. It is possible, i suppose, that your oil pump is faulty. As soon as the oil warms up, and becomes thin, the rods and lifters start to rattle. The same goes for the oil pump, as oil becomes hot, and thin, it may not be pumping properly. I would try a used oil pump, and see if there is any difference before i wrote the engine off.
