All you need to do is to remove the wiper blades of the driver side and then switch on and off the wipe so that the other wiper is seen to work in correct position. Now switch off and in the parked condition, fit back the driver side wiper to the stem.
The wiper must now work

There is a tool for that, to take the spring tension off the arm

You can still wrestle it off, by lifting the arm off windshield
& on the arms right side & under it ,is a small tab you slide
out.

Then the arm comes off & you can reinstall in a different place

Driver's side windshield wiper goes past window frame. How can this be repaired?

It could be a relatively easy fix or it could take some effort. First, try repositioning the wiper. By flipping up the end cap of the wiper arm and backing off the set screw that holds it on the wiper motor post. Remember, what position it was in by placing a piece of tape on the windshield. Pull the wiper arm off by pulling it off in line ith the angle of the wiper motor post. Take a close look at the splines of both the wiper blade arm and wiper motor. If either is damaged you will have to replace that component. Estimate the amount of adjustment you need and reinstall the wiper blade arm that amount in relationship to the piece of tape. Tighten set screw and try it.
If it still does it but less then repeat the process until you get it adjusted correctly. If there was no change thing it could be the wiper motor and that takes some effort to replace.

I have the same problem with a 2001 Legacy wagon. The problem is not as simple as the solutions above. Mine are adjusted to park as low as possible when off. Even so, the blade on the drivers side goes all the way off the windshield. The Subaru dealer wants to replace the whole wiper blade transmission for about $450. Looking online it seems to be interconnecting arms and pivot points that connect the motor to the wiper blade arms.

Yes, there is a small cap at the base of the arm, you lift that cap up and find a nut. Loosen the nut and jiggle the arm until it slides up and off the splined shaft. Do not pry and it may help to spray some WD40 around the shaft threads and let it seep down into the splines. Then you put the arm back on just one spline counterclockwise. That way its maximum out sweep will be moved back while its inward will be a bit closer to the bottom of the windshield. It generally helps to put a piece of tape on the windshield along the wiper blade edge to mark the old position of the arm so you do not put it back on in the same position. If that does not help you, you may need to look into a new wiper transmission as yours has too much slop in it. But it costs nothing to try the first method.

I need to adjust the wiper arm on a 1997 suburban, it hits the side of the window.

Wiper Arm & Blade (Front) Removal & Installation Wiper Blade To Remove:
  1. Turn ignition switch to ACCY position.
  2. Turn wiper switch to PULSE position and turn ignition OFF when wipers are stopped in the innerwipe position.
  3. Push the wiper blade clip button IN and remove wiper blade from wiper arm.
To Install:
  1. Insert wiper arm hook through opening in wiper blade.
  2. Place wiper blade pivot in the inside radius of wiper arm hook.
  3. Pull on wiper blade pivot into hook until it locks into place.
  4. Check wipers for proper operation.
Wiper Arm To Remove:
NOTE: Mark position of wiper blade on windshield to ensure proper position upon reassembly.
  1. Remove washer hose.
  2. Lift wiper arm from windshield and use a screwdriver to disengage retaining latch.
  3. Remove wiper arm from shaft.
To Install:
  1. Place wiper arm on shaft so that wiper arm aligns with marks placed on windshield.
  2. Press arm assembly on shaft and push retaining latch IN.
  3. Connect washer hose.
  4. Remove windshield markings and check wipers for proper operation.

I had the same problem with my 99 Silhouette...after they put in a new windshield wiper kept going over the side of the window and tearing the blades up....ended up that the wiper arm was out of adjustment ....they came back and readjusted and it was perfect

Windshield wiper on driver's side of Hyuandi doesn't work -

I recently had the same problem of the drivers side wiper not working. My boyfriend (a mechanic) took the windshield cowl off and looked to see what was going on. He originally thought that maybe something had slipped off. I'm going to describe what he found in layman's terms. When you take off the wiper blade arms from the wiper transmission assembly unit there are these silver colored nubs with grooves on them (one for each wiper). What he found was that on mine the grooves were stripped so that the wiper on the drivers side wouldn't catch and go across the windshield while the other wiper worked fine. What we think that happened is that I left the wipers on when I shut off the car and since we had a huge snowstorm the wiper transmission bound up and stripped the nubs when I turned on the vehicle the next day and let it warm up. I had tried for the past week to find a used replacement wiper transmissions assembly but was not successful. I just ordered the part from my local Hyundai dealer at a cost of $180. I will at least save on the labor, as my boyfriend can handle that part. If you try to get the part used, be careful. There was a product change mid-year. Prior to June 2004 (If I remember correctly) is one part number and Santa Fe's manufactured after that date is a different part. I needed the earlier Santa Fe part. You can look at the body panel between the front and back doors on the driver's side for the production date of your vehicle there is a metal decal with the vin, your color codes, and other information.

I usually fix this by bending the arm as low as possible to the base part just make sure the arm doesnt hit the glass handle when it sweeps
