Most likely the Float in the tank is bad and to find the Float,Put the car on a Car Rack get under at the tank and it should have a place on upper left to REPLACE THE fLOAT,BUT YOU NEED TO GET MOST OF GAS OUT OF TANK and good luck on finding a float for 89 Crown Vick.

Gas gauge don't work
If the car is running and your gauge doesnt work, then probable the floater inside the thank is stuck, and doesnt move not sending the signal to your cluster. Or maybe your cluster is broken. The only way to be sure is changing one of them.

some are on a fuse link but most of them have the fuel pump and gauge sender on the pump, it has a wire winding to work the gauge msounds like the whole fuel pump gauge sender needs to be replaced, thanks robert b.
