My steering wheel shakes when I brake. I was told that it sounds like I need to have my rotors replaced. How much will it cost, ballpark, to have them replaced? Is it just the fronts and/or the back rotors?

Your car is practically new, I don't know what happened to your brakes, or rotors, but they usually go 100,000 miles before being replaced or turned. A brake shop will charge you a lot to do this, they make good money on brake jobs, a regular shop will get a few bucks less, it is a job, but not impossible. The first thing I would do is check the dim of the rotor, it has a stamp on it for minimum dimension, If it has never been turned, you can get them turned and get a new surface on them. The surface right now should look like it got hot, glazed, that causes the chatter, If there are grooves in the rotor from a rivet or ground down pad, not to worry, they just cut that part out. Some cars, the rotors come right off, some are part of the bearings, they have to be re greased and sealed before going back on, The price of new rotors is not bad, under $100 each, the cost to do a rotor/ brake job, should be $250, to be turned, not replaced, You can do it yourself for about $50 to $75. I'm driving on the highway at a good speed suddenly because I have to slow down/stop the front of my car shakes a bit but i feel almost like a kicking back in my bbrakes.

I would check brake rotors and then check front suspension bushings. All warped rotors I've experienced will cause the steering wheel to shake too to some degree. I had some bad bushings in my front suspension on my 300zx that caused vibration under braking.

How do I stop brakes shuddering

If you are referring to the Brake Pulsating or Steering Wheel shaking when applying the brakes - that is more than likely warped rotors. Which may be that you are due for brake system maintenance/repair.
Usually that happens about when the pads are worn out. It will need the rotors turned or replaced and probably brake pads replaced also. With Disc Brakes front and rear you may be able to view the thickness of the lining on the pads through the openings on the wheels - depending on which wheels you have
NOTE: The cost of new rotors may be very close to the cost of turning your old ones - check this possibility - if so - buy new :)

What makes it shakes

Sounds like bad brake pulsation, meaning warped rotors. When rotors are warped , they push the caliper piston in and out ,causing the brake pedal to pulsate and shake the steering wheel. I would start with replacing the front pads and rotors, and if you have drum brakes in the rear, have those cleaned and adjusted for a more balanced braking system.

The problem lies in the front rotors. If the steering wheel is shaking without braking, then we need to break this up. If it's low speed(1-15 mph) then you have a tire that is coming apart. Highway speeds, you need the wheels balanced. If it's only while braking then you need to have the brakes inspected. If pad replacemnet is required, go for it. When they address the rotors, DO NOT TURN THEM ON A CONVENTIONAL LATHE. Honda REQUIRES them to be either turned on the vehicle(on the car lathe) or replaced. Then it comes down to quality. Always replace with the higher quality parts on these. If you do not, the problem will occur again, and the sme is true if you turn the rotors off of the car.

Shake in steering wheel

I believe you need your disk brake rotors turned to be true again or have them replaced. Whe you use your brakes a lot and kit puddles of cold water then it will warp the rotors which will cause the violent shaking. You may not feel it in the brake pedal even if it is warped rotors. If you don't think you have warped rotors then you should be very careful driving it because it will probably be in the steering sector arm or the idler arm on the steering shaft.
