Sounds like either a thermostat problem, certainly that if it cools right down when driving on the motorways etc or possibly a partially blocked heater matrix. Try running a good cooling system flush through it and change the thermostat.

Water is great if it is all you have and in the middle of no where. You should always use coolant. depending on time of year a 50/50 mixture of antifreeze and coolant. If car steel over heating you could have a bad thermostat. P.S. never take radiator cap off of a hot engine.

A/c blows hot air when the car is not moving but it will blow cold air when the car is moving.

Check to see if your electric cooling fan is working when the vehicle is in park with the engine and a/c running. If the fan isn't running then the a/c won't be able to blow cool air as it can't get rid of the heat through the condensor which is located ahead of the radiator. When you are driving over about 35 mph there is enough air being forced through the condensor and radiator to get rid of the heat and the a/c will start cooling properly again. If the fan isn't running and you sit with the car idling long enough [such as in heavy traffic] then the engine may overheat as it also has no way of cooling if the fan isn't working. Usually this fan is powerd by a 30 amp Maxi fuse but each model is a bit different. Your owners manual should have an illistration of the fuses and what they power. Good luck, hope this helps a bit!

the coolings fans are designed to run for a little while to dispense heat they dont do it all the time turn usually during higher hot days w/ac on or higher hot days goes off automatically

You are talking about the thermo electric cooling fan, its operation is independent of the car's electical system. It is switched on and off by the engine temperature. When you park, the engine heat soaks upward to heat the thermostat turning the fan on. It will run until the engine cools down and the thermostat switches it off. Quite normal operation.

'98 Buick Park Avenue running hot

replace the thermostat just to be safe. not to do so is what i call to gag on a nat and swallow a hog. then pressure check the cooling system to make sure it is not making pressure above what is on the radiator cap. if it is you may have a blown head gasket. make sure yer not gettin antifreeze in the oil.
