1999 chevy silverado windshield wipers were working intermittently and now won't work at all. I metered the connector with it unplugged from the wiper motor and I had a change of state with all positions (high, low, intermediate). With it plugged into the motor I lose all voltages. Click on the link. I always check voltage and ground, w/o ground also, it won't work. The top wires in diagram are voltage depending on what your trying to do? The black wire is ground. You can check ground by also using a test light. One end of test light touches battery voltage, the other end touches black wire terminal. If the lite comes on, the ground is good enough to work the test lite.

SOURCE: Windshield wipers

Yes this is an issue on many Chevys with no recall. MOST of the time the problem you are describing is the wiper motor "pulse board", not the motor itself. Bad solder joints in the thin board, crack, so vibration and normal driving make them worse, and no contact is being made. Good news...Advance Auto Parts carries these for approx. $30, much cheaper than motor replacement. Just like wiper motor removal but all you have to do is remove (3) screws holding pulse board on motor housing, and most IMPORTANT, always put a thin bead of silicone or quality sealer around edge before re-install, this helps with vibration as well as waterproofing. Hope this helps!

I need to replace the windshield wiper motor.

With the wipers at rest, mark their positions on the windshield with a piece of tape or a grease pencil. Remove the small cap on the shaft end of the windshield wipers, just pry it off with a small screwdriver. Then wiggle and pull the wiper arms until they come loose. There are some small clips on the forward edge of the plastic cowl, just pull them forward. Then there are 2 TORX screws, one at each end of the cowl under that rubber flap. Now remove the cowl and set it somewhere you won't step on it. Unplug the electrical connector from the wiper motor and disconnect the linkage. Then you can unbolt the motor and remove it.

Windshield wipers will not turn off - 2003 Chevrolet Silverado

Fixed the wiper problem which was identical to Brad's by changing out the wiper module which is also called a pulse module or something of that nature. Pretty easy fix. You have to remove the grill that the wiper blades protrudes from in order to get to the motor (4 clips in front which can be removed by hand, remove radio antenna, a center push down retainer, two plastic end caps which pop off and then 1 star type screw on each end under the end caps). Getting the blades off seemed difficult. I used a small puller to pop them off after removing the nuts.

You can't buy this module at a regular parts store. I had to get it from the dealer so be prepared to spend $130 to $140 for the part or go to the salvage yard. Works great now.
