Under hood fuse box has horn fuse in it. This info is listed in the owners manual, if you don't have one you can download one free at the Ford fleet sales site.
If you have the owners manual of the car it also lists the fuse locations in the schematics section in the rear of the book. If you still need the cover you can pick one up at a salvage yard or at the dealers.
