The Fuel pump is in the tank. The only thing I disagree with in emissionwiz post is whether to drain the tank or not. Chrysler started putting drains on the tanks in 2000 to make this easier when they went to a plastic fuel tank. I would drain the tank from the drain, disconnect the wiring then drop the tank to replace the pump. This all assumes that you verified that the fuse in the interior panel is not blown and the fuel pump relay in the power distribution box under the hood is still good.

you have a bad injector or a plug fuel filter or a bad fuel pump check the fuel pump relay first also give these websites a try www.autozone.com and www.alldatadiy.com if all fails stop by your local library and get your hands on a Haynes auto repair manual for your van wish you the best of luck Michigan Man.
Drop the tank check the fuel sock it is plugged or the fuel pump is bad, check the pump, also did they have a blowout? Check the blowout reset button to see if it popped out for some reason.
yes you need to drop the tank i worked for chrysler for a few years and i tried everything to try to slip the pump out with out fulling removing the tank and in the end its just easier to take the whole thing out.
