95 mercury tracer heater fan and ac fan not working. nothing comes out of the vent when turned to low or high. checked fuses fine. car was sitting for 5 years and has 47,000.00 org. miles.

You want to fill from the low side and watch the gauge. Sometimes a AC system gets so low it has to be vacuum pressurized for a while before a charge will be successful. In that case the gauge will go into the red right away. Something to look out for anyway.
With the R134 the connectors are different sixes so you won't be able to stick the refrigerant adapter on the wrong connector.
See picture for the location of your low side (where you will fill) The high side runs the other direction off your compressor towards the condenser. Remove green cap to fill.
Im not sure exactly what u mean here, does anything blow out of the vents? Well from what i understand nothing comes out of anywhere, this to me sounds like a blower motor problem. I would go thru and check all ur fuses to make sure it gets power. If it does have good fuses i would take the blower motor out and test it. take a jumper wire from positive cable and negative to blower motor to see if it turns on.

I think you're right that it is the blower fan. It could be a bad connection on it - that will work when it's hot enough to dry it out, or it may be worn out or sticky.
It needs investigating anyway.
You could first try putting 12V across it to see if it is an electrical issue, or rotating it by hand when cool to see if it is siezing.
Sometimes replacement is needed, but could also be just a bad connection.
when you turn your key, make sure radio,ac, fan and all accessories are off turn the key to the run mode not quite to start let it sit about 10 seconds then turn it over, it could be spark plugs, fuel pump, or fuel filter :) hope this helps :)
