You may have a bad ground wire or a wire with corrosion or rust on the connection (s). Try running a wire from a good ground to the black lead on your tail light harness. Test functions on the different sockets. If this cures the problem, inspect all connection in the ground circuit for corrosion ( green or white buildup ) or rust. When you find the problem, clean the contacts with a pocketknife or wire brush until shiny, then apply a small dab of dielectric grease to the mating surfaces. The grease will ****** the return of the corrosion or rust. Failing that, run a new ground wire to the affected lights and cut the old ground so it cannot cause interference.
Hope this helps!!
