Speedometer wont work till around 30 mph, ABS lite is on, and trans OD lite flashes until speedo starts working. engine runs ok, and trans is shifting ok.

Your speed sensor in your trans. needs to be checked out sounds like its not working or not getting a good signal until its generating enough power and speed to start until it reaches 30 MPH. Check that out sometimes it could just be some dirt on it. It all makes sense the ABS light is on because its not reading the speed of the tires, and the AOD light is on because It has no idea when to shift into overdrive without knowing how fast its going. I have a 91 Accord. The speedometer started going wild, 30 mph. 75 mph and I was at a stop finally quit working and the S light came on. I finally changed the speedo sensor and the S light went off...Check engine light was also on, read on a forum that the speedo sensor does more than control your speedometer, maybe that your trans is not getting the info it needs to shift.....
The most common problem is with the ABS control unit. You will most likely have to replace it. It is located under the brake hydraulic unit (not the master cylinder). This part can be purchaced from a Volvo dealer, or sent to one of the many places that repair them. If you choose to fix it yourself, and would like the name of one of the companys that repair them, let me know.
I would take a blind guess and sat the speedo sensor has an issue. 99' beetle should have an 01M auto, and the speed sensor is also the dipstick for the final differental drive. search around this area of the trans for the cable and snoop around. loose at the trans ? bad connection somewhere??
ok one thing to do is scan codes to see which sensor is not reading. then go to it with a scanner hooked up. youre gonna be able to see live moh parameters or windows to see live data anyhow access the rear which isnt working. jack up truck safely put in drive then proceed tothe rear sensor wire. u can do this at any sensor that isnt reading. u then look at the mph window in scan tool an watch it while u wiggle the affected sensor wire goin to the harness. watch for jumps an droputs of the mph parameter while wiggling sensor wires from sensor all the way to the harness. thats how its done looking for broken wires. food luck hope this helps
Start buy spending $30 dollars on a speed sencor attached to the top of the differential that should remove the OD flashing light and the ABS Light also fix the speedo not sure about the service engine soon light that could be many other problems..Good Luck!
The OD light flashing indicates a code has been stored in the trans control module. If the speedo stopped working that could be the whole problem, the most common thing for the speedo quitting is the sensor on the top of the rear end housing, that causes 99% of the speedo failure. If that sensor isn't working the ABS light would be on too (if equiped) I would try that first or get a code pulled out of the computer and I could give you a more complete answer. -Jared
Speed sensor located in top of rear diff is probably bad, It sends a signal to abs module for abs, it also is used by pcm and cluster for vehicle speed.Sometimes rear diff mechanical problem can damage the sensor. Trans sensors have nothing to do with speedo or abs light.
Its weird but I had a fuse blow out awhile back that is the same fuse that works the cab lights when you open the doors. When this fuse went out it also made it shift odd and hard when it did shift. Since it is only intermittent in your case, It may just be a weak fuse.
