My 1999 vw passat makes a whinning noise but only when i push the excelerater. It sounds like the power steering but it doesn't make the noise when i turn.

better to replace if kinked just disconect form both ends wherever its conected put new pipe on refill power assist resivwar and turn steering lock to lock when started
The loud clicking noise you described is most likely a worn CV joint in the axle. The noise on rough roads is likely a ball joint or upper control arm ( there are 4 of them on your passat ) .
I would take your car to an alignment shop for a thorough inspection. Don't take it to a VW dealership , they will overcharge you for the work. They quoted me 3 hours labour to replace an upper control arm ball joint. I did it my self in the driveway in 25 minutes.

Bearing going out on alt, power steering, AC, ect. put a long screw driver to your ear them the sharp end on each unit to listen for the sounds it makes.
