Clogged fuel injectors maybe, there is a fluid for that. Could also be the overdrive gear in the trans. The overdrive gear is not hardened like the rest of the gears and can be faulty
I had the same problem. My check engine light came on and the code said that the problem was with the overdrive sensor/filter clogged. You need to change the transmission filter.. But.... remember, if you put new fluid in the viscosity is different and your transmission is used to a (thicker) fluid. The new fluid will be thinner and the transmission will act kinda funny for the first couple of months. A lot of mechanics I've talked to has told me such. The tans works by pressures valves opening and closing and its gotten used to a thick fluid. change the filter and fluid and all should be okay.
The modulator doesn't control the overdrive shift point. The clutches in the torque converter may be worn out or there may be an electrical problem inside the transmission.
