Check your temperature control cables to make sure that when you change the setting to hot they are moving the blend door under the dash and also the valve in the engine compartment shown below. Sometimes the clamp on the blend door that holds the cable sheath comes loose such that the whole cable moves instead of just the wire coming out to close the door or valve. If the cables are working, the problem may be that you have air in the cooling system. Make sure the radiator is full and that any bleed ports release only coolant when cracked open. Finally, if all of these are good, your heater core may be clogged and needs to be backflushed or replaced. If your coolant is clean and well maintained, this is unlikely.
