You need to replace the A/C Magnetic clutch relay, located in the under hood fuse box. From the dealer, the part is about $80, though you can pick it up for a bit cheaper from your local autoparts store. It is a 2 minute fix, and a very, very common problem.
My 2002 doing the same thing. I replaced the clutch relay in the fuse box under the hood and everything worked perfect. The relay at Toyota cost me $75>
Replace the A/C compressor revolution sensor, bolted to the side of the compressor, unless the connector was inadvertantly left unconnected. This is the only reason the AC light will blink.
