Are you using a key with a "Chip"? or a copied one?
You can get the engine to "ON" position with a crafted key that'll open the doors, but without the proper coded key the Ignition won't go off.
Try wiggling the key and tapping near the ignition and see.If the Key starts turning in the ignition.Also spray wd-40 in the ignition switch hole and let the wd-40 spray liquid remain in there for 30 minutes then see if you can turn the key in ignition.Try this wd-40 spray couple of times,if still the same problem then,the ignition has to be replaced.Also the keys are to be reprogrammed by the dealer.Without getting your car key reprogrammed they will not work with new ignition lock cylinder.This problem is very common in ford focus,many other users too have noticed this and are very disappointed with the ford service due to this problem.Click this link directly to see the same problem with other ford focus users;---http://www.carcomplaints.com/Ford/Focus/2003/accessories-interior/key_wont_turn_in_the_ignition.shtml

This problem is related to stuck up or cracked ignition cylinder.There are many other ford focus users facing the same problem.In some cases wiggling the key in the ignition helped but in most of the cases the ignition cylinder has to be replaced.And the new key has to be re-programmed.The cost of all this stuff is near to $300.Some users claimed this problem to the local ford dealers and they go this problem solved by the dealer but in some cases the car owners paid $300 for getting this problem solved.But first you can try bit of wiggling the key in the ignition and check.Also apply some wd-40 spray in the key ignition hole and let it remain there for few minutes then recheck by wiggling the key and check.

your ignition have to be replaced
focus 2002/7 have that problem and a lot more often if you have a lot of other keys with it,try some wd40 ,but if you do take the key out replace the ignition or you going to get stuck.
Programming When Key(s) added or replaced. System malfunction. How Obtain all keys fitted with remote control. Fasten seat belts and close all doors. Turn ignition switch from position I to position II 4 times within 6 seconds. Switch ignition OFF. Programming mode activated for 10 seconds proceed as follows: Press and hold lock, unlock or boot release button Fig. 1 [1], [2] or [3]. Wait for acoustic signal (indicates correct programming). Repeat above procedure within 10 seconds to program remaining keys. To exit programming mode: Turn ignition switch to position III or wait 10 seconds. Keys can also be programmed using diagnostic equipment. NOTE: A maximum of 4 keys can be programmed.
Key possibly worn or barrell, really easy fix, need to remove a lock to match and cut a new blade to car and bingo To remove lock you need to turn key to first position and push athe button on the top and it will pull out.
