Did you go to Auto Zone or another shop and have the fault codes read withe the code reader? This sounds like your ECM has switched to Limp mode which is designed for limited use to get you to a chop for repair. Most likely it is a Faulty O2 Sensor but the Fault codes will tell you for sure in most cases.

Did you ever get the check engine light diagnosed? You can go to Auto Zone and they will plug a code reader into your system for free and tell you what it means. If you are that dependent on your vehicle, you may be better off paying to diagnose the problem with a mechanic who has good diagnostic equipment.

My 2000 2.4 Sunfire hesitates when accelerating,

hello there my friend, these cars have a lot of problems with the coil pack, its the complete cover above the cams/valve covers, these area is very hot and these coil pack is from a plstic material so it often cracks and spark starts to escape all over from the inside part so it fails to fire the cylinders and stalls or hesitates, these condition gets worse under load, most times you can hear the spark jumping to a close ground or visualy inspect the coil pack for cracks or burnt traces replace it if you see these symptoms, good luck

First is there a charge for this service advise?

It sounds like an ignition problem. I would probably replace the plugs and plug wires first (I suppose they need replacment anyway). If that does not help, check your coil packs (the black boxes that the plug wires go into on the back of the engine - I think the 1990 had direct ignition system [DIS]), if not, replace the distributor cap and rotor button. Also, check the ignition timing.

Sounds like my car has a miss

if i remember right you have a coil pack? or distibutor? if coil pack it sounds like you have a bad coil pack. if you have a pair of insulated pliers pull each plug wire to where they are just sitting in coil start car and lift each wire one at a time see if one has no spark. change coil pack
