Did you check your battery voltage? Try to jump the vehicle with another vehicle that is running fine? It takes less battery power to light up bulbs in the dash than it does to crank your engine.
This may be related to the antitheft security system. The system is known for turning off the starter and/or injectors when it fails. When it's the security locked out starter, you won't even hear a click when you turn the key. Is there a light on the dash that says SECURITY or a picture of a car with a lock through it? the signal flashing is a bad hazard switch. they all brake. if you hold the flasher buton just the right way the noise stops. sounds like your dash is shorted with the flasher
Try turning the key to the on position (do not start) for about 10 minutes or so! This should reset the security which is probably cutting off the fuel circuit! I know GM had many ignition problems with this!
This is a problem with chevy vehicles that have the system theft light. after a couple of years of using the key, the lock tumblers inside the ignition switch tend to wear out and so causing the system to think it's being stolen. Now you have to put the key in and turn the ignition to the on position, without cranking the car and leave it for 10 minutes until the theft light goes out. Very annoying especially if you're in a hurry. The dealer cost to repair the ignition switch goes for about $600-$800. that includes re-teaching the key.

if ok tap on the starter with a hammer as a helper starts the engine if it starts replace starter
before you do dose the key turn all the way forward normal starting position? reason i ask is why did you replace the ignition cyl lock?
is the security light blinking on the dash? If so you need to rreprogram the key to the anti theft module. to do this, turn key to on...let sit for about 10 min or so until the security light flashes. turn key off.. count o 5. vehicle should start. if not then it will have to go to the dealer to have it specifically reprogrammed as the PCM and anti theft modules both no longer reconize the key code.
