First you have to narrow the troubleshooting area excluding things that are O.K.
Do you have a park. If yes then concentrate at fuel system.
If you are not getting any fuel to engine keep in mind the Saturn does not have an inertia safety fuel shut off switch, which is the start trouble shooting point, at Fords or other vehicles.
The fuel pump is located inside the gas tank, and will operate with ignition ON and engine running or cranking. With the ignition ON but not cranking the pump relay is energized for 2 - 3 seconds and will disabled if the PCM does not see reference pulses from the crank position sensor. To re-initialize the pump, the ignition must be turned OFF for at least 10 seconds. This will help you to trouble shoot the fuel pump. Hope this will help.

My 93 saturn twin cam sl2 series starter wont engage had it tested and its fine what could cause my starter not to turn all the way

If it is a random problem, you may have to wait until it is a solid failure to find the cause.
Could be the key switch, the neutral safety switch, the starter solenoid, or a cable connection.
A mechanic would check all of these components for voltage when it will not crank.

2000 sl2 wont start

Well there are test procedures for all of them but takes time and knowledge of how to test. Do you know how to use a ohm meter? Is your service engine light on? I would bet more on Mass airflow sensor then anything because of what you are saying but could be any one of these items.

My saturn sl2 is shifting hard on his bad days

Yes, with another transmission...they have a problem with the valve body going bad. Go with a junk yard trany. Just make sure that it has low mileage. $700 is a ball park figure...$700 for labor.

94 Saturn sl2 won't start

try getting a small bucket and pulling off the fuel line that runs to the engine and have some one crank the car over and give it fuel to see if anything come out of the fuel line. if it doesnt then eaither a line is blocked or the pump is not working.
