the problem is 100% with power

It sounds like a condenser in your alternator that works like an isolation transformer in stereo equipment to stop a ground loop between two components. Its allowing a frequency to just pass thru without stopping it at the source.

My 2004 Yukon does same thing. Usually when I'm coming up to a stop. GMC dealer said "No fix."
