I need to know how the wires are conected to the starter solenoid. i have a haynes manual but is not being helpful. Someone worked on this car before me and he my have done it wrong.

I don't know the 1999 Chevrolet Cavalier, but that shouldn't matter.
Starters have a very simple wiring.
The thing you have to do is find the solenoid wire because all the others go on the one terminal.
Start by attaching the main (thick) cable from the battery to the main terminal on the starter.
Then turn the ign. key on. Nothing will light up.
Try touching each of the smaller wires onto the main terminal until the ignition lights come on. Fit this one to the main terminal permanently.
Now that you have power to the ign. switch, you will be able to find the solenoid wire. It will help if you have a volt meter or test light for the next step.
With someone sitting in the car to work the ign. switch, you test each of the other wires as they turn the switch to the "Start" position. The wire that gets power to it is the solenoid wire and the ONLY one that doesn't go on the main Starter terminal.
The solenoid wire obviously goes to the terminal on the solenoid.

bad battery or corroded battery terminals. and check the heavy cable that goes to starting motor for corrosion

starter bendix is stuck need a new starter or rebuild starter with new bendix

The haynes manual isnt really much help with actually locating the starter. I know because i got the haynes manual to try and find the starter on my girlfriends 2000 focus. It tells you how to change it but not where it is located. I just changed the starter so ill give you the rundown. Underneath your car right where the headers connect to the exhaust there will be a black metal plate with 4 bolts about 4 inches wide and 6 inches long. The starter is behind that barely visible. Once you remove that metal plate you can clearly see the bottom of the starter with the starter solenoid on top. There are 3 bolts on the starter but you will only see the head of one bolt from the bottom. DO NOT remove that bolt first. Go to the top of the engine and remove the air hose from the air filter box. You will see 2 bolts that connect into the right side of the starter brace. It is a very tight space but once you get the bolts off now you can go underneath the car and hold the starter while you remove the last bolt. On my 2000 focus the wires dont give you much room for it to drop. My starter only dropped about an inch so you wont have much room to work with the wires which are located on the top of the starter at the right side of the solenoid. The wires lead into a plastic harness with 2 nuts on the right side of the plastic wire harness. Good Luck.

you need to remove one bolt from the top and the other from the bottem. also the wires are removed from the bottem. most likey the starter if factory is still good the starter contacts wear out they are under the cover on the back of the starter.

I own a shop, and think this; If you have a Chilton's Repair Manual, you can go to the back of the book, and locate the typical wiring diagram for most all GM vehicles. They are basically the same on all of them. I know the Haynes Manual has these in the back pages, so look there first. I have a feeling you have not got the neutral safety switch wired up. There should be a yellow wire that comes from the ignition switch that goes to this switch. The switch is located under the dash near the clutch linkage on a straight drive, and on the transmission for an automatic. There should be a purple wire that comes from this switch that goes to the starter solenoid. It should have power on it "only" when the ignition switch is turned to the start position, and the neutral safety/clutch start switch is activated. This switch may be out of adjustment, and not sending any power to the starter solenoid. This wire should hook on the terminal that is closest to the engine block. The other wire will have power on it all the time when the ignition switch is in the on position, and should hook to the (hold in winding) on the other side of the solenoid. You may be loosing power, or not have any power on the purple wire that activates the (pull in winding that is closest
