My 04 Police Interceptor Crown Victoria will not start. It may be a relay problem but I do not know where to start looking for wire shorts or grounds...as I think that may be it. In my dash area,(where many old cop cars have several cut and discarded wires might I add) there is a clicking/ticking noise. Rapid and constant without the ignition being engaged. What typically causes this noise?

That sounds like a Circuit breaker reseting. You might try buckling the seat belts whether there is a person there or not. Sometimes the warning systems for chimes and other sounds are muted or disabled. The Hazard warning lights on the column is independent of the Ignition. The Cop car Flashers were connected into the same lighting circuit. Check the Emergency Flasher unit.

Or You may have to remove 1 fuse at a time and then reinstall, until you find the circuit that silences the clicking. Then look at your Operators manual for the fuses' function and track the wires on that one circuit.

i have a 1999 Ford Crown Victoria Police Interceptor. you have a short in your wiring harness leading to your battery. this happens every time with these cars, good battery-good starter-good alternator but car still wont turn over because the power from the battery isnt able go directly to the motor. check your relay circuits and harness.
